ZATCA, VAT and WPS: What GCC Contractors Need from an ERP

E-invoicing, VAT and payroll-file rules in the UAE and Saudi Arabia narrow the field quickly. A checklist of what to verify before you sign.

Contractors in the UAE and Saudi Arabia face specific compliance requirements that many global ERPs only cover through partners. Check these before you shortlist:

  • Saudi ZATCA e-invoicing (Fatoora) Phase 2: XML invoices, QR codes and integration with the ZATCA platform.
  • UAE VAT and corporate tax reporting.
  • WPS payroll files for UAE labour law compliance.
  • Arabic interface and bilingual documents.
  • Progress billing (IPC) with retention, advance recovery and variations under FIDIC-style contracts.
  • A local implementation and support team.

Systems with confirmed GCC presence

  • ProjectVIEW ERP — Saudi ZATCA Phase 2 e-invoicing (XML, QR, Fatoora) and KSA VAT. Multi-company, multi-project, multilingual. Interface languages are not listed publicly.
  • Oracle Fusion ERP + Construction & Engineering — Global multi-language, multi-currency, IFRS, country tax and e-invoicing packs. Large GCC giga-project footprint.
  • SAP S/4HANA for Engineering, Construction & Operations — Very broad country localizations, IFRS, multi-currency and e-invoicing compliance in many countries.
  • Microsoft Dynamics 365 + construction ISVs — Wide country localizations and languages. Electronic invoicing add-on. ISVs add local rules (e.g. UK CIS/CVR, Spain Verifactu).
  • FirstBit Contracting ERP — Arabic, English and Russian listed. UAE VAT, UAE labour law and WPS payroll files. Dedicated Saudi construction edition; offices in Dubai and Riyadh.
  • RIB 4.0 — Multilingual with strong DACH localization. Wider portfolio includes CostX, Candy (popular in Africa and the Middle East) and Presto (Spain).
  • Access Coins (COINS ERP+) — Mainly UK and US English. Used by UAE contractors; Arabic localization not confirmed.
  • IFS Cloud (Construction & Engineering) — Multi-language, multi-currency, multi-country. Confirm Arabic and Russian coverage per module.
  • Odoo + construction apps — Many languages including Arabic; many country tax packs. Construction features (BOQ, job costing) come from third-party apps.
